IN RE: BLOUNT COUNTY GOVERNMENT FLEET MANAGEMENT POLICIES.
Commissioner Murrell made a motion to forward to the full Commission a request to appoint an Ad Hoc Committee to review Fleet Management Policies for all Blount County Government Departments.
Commissioner Proffitt seconded the motion.
A roll call vote was taken on the motion:
Ballard – absent Harrison – no Lambert – absent Reeves – yes
Burchfield – no Hasty – no Lewis – yes Samples – yes
Farmer – no Helton – no McCulley – yes Walker – yes
French – yes Keeble – no Melton – no
Graham – yes Kirby – no Murrell – yes
Hargis – yes Lail – no Proffitt – yes
There were 10 voting yes, 9 voting no and 2 absent. Chairman Pro Tem Farmer declared the motion to have failed.
Commissioner Graham asked for a point of order. Commissioner Graham asked if you can vote on this if you drive a County owned vehicle. Commissioner Walker asked for a second point of order.
Commissioner Walker called for a Division of the House. Chairman Pro Tem Farmer asked if there were any objections to a call for a Division of the House. There were none. The previous action was re-voted.

Commissioner Burchfield gave a statement that her husband is an employee of the Blount County Sheriff’s Office and she declared that she may have a conflict of interest, but her vote answers only to her conscience and obligation to her constituents.
Commissioner Harrison gave the following statement: “Because I am an employee of the Blount County Highway Department, and I have a car, I have a conflict of interest in the proposal about to be voted. However, I declare that my argument and my vote answer only to my conscience and to my obligation to my constituents and to the citizens this body represents.

And there in a nutshell is why the Workshop concept stinks. Back when there was InterGov and Public Services Committees everything made it to full Commission.

How much has the car inventory cost the county to date? How much did it cost to bring all the cars in to be counted? Overtime and expenses? Who is paying for that? How much has the floruide bunch cost the county in additional audits? What has been the result?
I would love to know who writes these scripts. There is no way these meetings go down unscripted.
